Ignored Tornado Warnings

In Joplin Kansas City an F5 earthqauke struck through a city killing a total of 162 people. In my opinion this is way too high of a number. The government in Joplin Kansas City said that many residents either ignored or reacted very poorly to the early warning signs stating a very dangerous tornado was headed their way.  They said that the community ignored the warning signs due to years of false alamrs in the past.  The National Oceanic and Atmospheric Administration said that people were waiting for more information. 
    As I stated before, the number of casualties created by this storm was way too high. While reading this article I could not help but to think that this community should have had more emergency procedures in place but I found out that they applied for 10,000 weather radios for the residents homes, along with 4000 place shelters but were denied.  This disaster could have been avoided if the radios and shelters were issued to the community and that people responded better to the early warning signals.
